Learning objectives


Knowledge and understanding: the study of urban planning law allows
the student to know the discipline of the territory as well as to
understand the principles and key legal concepts of the matter.
Ability to apply knowledge and understanding: the study aims to
encourage the acquisition of application profiles of the subject, also
through the reference to the institutes and acquired knowledge of
substantive administrative law. As part of the course, particular attention
will be paid to examining regional legislation, jurisprudence and
discussion of copious case studies, in order to allow the student to
acquire practical knowledge and skills dialogue through the use of legal
language.
Autonomy of judgment: through the study of urban planning law the
student can acquire flexibility, initiative, problem solving aptitude, ability
to analyze documents too complex and evaluation of solutions also in
view of their application. Autonomy of judgment it is pursued both
through the analysis and reading of doctrinal texts, regulatory texts and
sentences.
Communication skills: the student learns to communicate through the
course information, ideas, problems and solutions concerning the issues
of urban planning law. The communication skills will be stimulated
through lectures, during which there will be the maximum involvement of
students.
Learning skills: through the study of urban planning law, the student
learns the rules and institutes of the discipline. On that basis it Students
will acquire critical skills and abilities suitable to guarantee access to
further theoretical and practical insights

Prerequisites


In order to take the Urban Law exam, students must have passed the
examinations of Institutions of Private Law, Institutions of Roman Law,
Constitutional Law and Administrative Law I.

Constitutional profiles of urban law.
Urban planning: general aspects.
General urban planning: the territorial coordination plan.
General operational urban planning: general master plan and
manufacturing program.
Ordinary spatial implementation planning: detailed plans and subdivision
plans.
Time planning: multi-annual implementation programs.
Urban planning for special purpose spatial planning: plan for economic
and popular construction, plans for productive settlements, recovery
plans, other special plans.
Consensual urban planning.
The interventions on the existing building patrimony.
Building activity.
Urban violations.
Localization of public works.
Expropriation for public utility.

Teaching methods


The teaching activities will consist of meetings face to face.
The lessons will be held aiming at the maximum involvement of the
students, so that they are not only a phase of illustration of the subject,
but also already a time of learning and preparation of the exam.
During the year, exercises will be carried out on specific themes, above
all by reading and examining the most recent and important judgments
concerning the subject.
The didactic material provided in class will be made available on the Elly
platform.
In the event that, due to the persistence of the health emergency
situation, it is not possible to hold lessons in person, the lessons will take
place remotely on the Teams platform

Assessment methods and criteria


The final exam will consist of an oral exam, usually divided into some
questions, with the aim to understanding if the student has acquired
sufficient knowledge of the fundamental aspects of each part.
In the event that, due to the persistence of the health emergency, it was
also necessary to hold the exams at a distance, we will proceed,
however, with remote oral interrogations.
