Learning objectives

The course aims to achieve a good command in computer and information technology and communication to perform activities of study and work as well as a basis knowledge of the main legal issues linked to the use of the information technology and communication.
The lessons, taking into account the initial basic knowledge of the students, will have as their objective the achievement of competence, skill and autonomy in the use of the IT tool and the main applications. Lessons on the topics most closely related to the training needs of the students of the Course in International and European Relations (such as, for example, the preparation of the degree thesis, the retrieval of documentation in database and the Internet) will take into account the European framework of the European Computer Driving License (ECDL). This setting will also allow students to earn a useful training for the eventual preparation of the official ECDL, at one of the accredited test centre.

Course unit content

The course of Computer Science (Abilità informatiche e telematiche) will focus on the following subjects, for which one can refer to the analytical descriptions contained in the modules of the syllabus for the ECDL certificate (European Computer Driving Licence) according to the indications in the syllabus version 6.0:
- Basic concepts in Information and communication technologies (ICT); - Computer use and file management;
- Word processing;
- Computer networks, Internet and email;
- Use of databases and legal searches on internet;
- Basic concepts on IT security;
- Outline of the main features of PowerPoint and Excel.
The course will also focus on specific themes relating to the following subjects, which can be taught through in-depth seminars:
- legal protection of software and databases;
- computer crimes; computer forensics; computer investigations;
- the Digital Administration Code;
- e-democracy;
- computer security and data protection;
- emerging issues related to social networks;
- computer documents; digital signatures and certified email.
The classes will take place using the Microsoft Office 2016 e Windows 10.

Bibliography

In order to prepare for the exam, it is recommended to choose one of the manuals available to prepare the ECDL Full Standard (seven modules). Among the manuals on the market:
TIBONE, La Patente del Computer. Nuova ECDL con Windows 10 e Office 2016, Zanichelli, 2020.
LUGHEZZANI-PRINCIVALLE, Nuova ECDL Base + Full Standard Extension, volume unico, Hoepli, 2017-2018;
or any other manual useful for the preparation of the ECDL FULL STANDARD (AICA).
Additional resources useful for preparation, including those regarding online research databases, will be available on the University teaching platform "Elly" (http://elly.giurisprudenza.unipr.it).
In addition, for further study of some theoretical and practical themes: DEL SOLE-SARCINELLA, Appunti di diritto e informatica, currently being published.
For the parts related to the relations between Information technology and telematics and the law, reference can be made, among others, to: PASCUZZI, Il diritto dell’era digitale, Il Mulino, 2016;

Material will be provided to attending students in addition to lessons and manuals.

Teaching methods

The course will be taught through lectures and tutorials; distance learning material and exercises will also be provided to attending students. During the lectures, seminars will be organized and some specific topics of Computer Law Law and Legal Informatics will be explored.

Assessment methods and criteria

NOTICE:
In the eventuality of the health emergency from COVID-19 and depending on the evolution of the same, the examination may take place face to face or online (remotely). Information will be given promptly on the method chosen on the esse3 system in advance of the exam. The remote exams are carried out via the TEAMS platform and the tests are oral.

Theoretical and practical exam (with computer use).
Attending students may take a mid-term exam.
To take the exam, it is necessary that each student brings with her/him the day of the exam of e-credentials of the University "Appost @ perte", i.e. those formed by: firstname.lastname @ studenti.unipr.it and password.

The exam will take place using computer technology (computers, application programs, databases) and telematics (Internet, websites), and will consist of a practical test and a theoretical test.

The practical test will concern the search for legal documentation in databases, websites and the Internet, the use of a word processing program (Word), with the relative functions, a presentation program (PowerPoint) and a spreadsheet program (Excel).

The theoretical test will cover the basic concepts of information and telematic technologies and all the other theoretical notions indicated in the Syllabus.
The evaluation of theoretical and practical knowledge will take place through the administration of tests to be performed on a computer (type of possible questions: True / False, multiple choice with one or more correct alternatives, correspondence and choice of missing words); alternatively, the evaluation of practical knowledge will take place by carrying out the tests directly through the use of programs and functions on a computer (and not by administering a test).

WARNING: in case of technical impossibility of using the computer, both the practical test and the theoretical test will take place on paper, with the equivalence of content compared to those supplied by computer.
Students holding a final certificate ECDL take only the part of the exam Computer Science (Abilità informatiche e telematiche) covering the search for documents in databases and on the Internet, while the remaining part of the program will be recognised. Students will have to register via the Internet (in the notes it is to be indicated the ECDL) and to exhibit the ECDL certification on the examination day.
