Learning objectives

The course is designed to provide basic instruction in administrative law for students who, as future social service workers, will be in daily contact with the public administration and therefore face issues that must be posed and solved on the basis of familiarity with the basic concepts in this field.

Prerequisites

Knowledge of public law and private law is recommended.

Course unit content

<br />Introduction to administrative law. Evolution and current status of administrative law as an autonomous branch of law between civil law and common law and European Community law. Constitutional issues and basic concepts. Origins of the administrative system (cross-reference). Basic principles of administrative activity and the forms through which it is manifested. Procedure, function, provision: their basic elements, special characteristics, classification. Pathology of administrative provision and the various forms of disability; self-protection. Private law activity of the public administration and consensual activity. Subjective legal situations with regards to the public administration. Administrative organisation: perennial constants and innovation. Means of administrative action. Tort and responsibility of the public administration. Overview of the forms of private protection in the face of the public administration (cross-reference).
