Learning objectives

<p>The objective of the course is to make students able to utilize and evaluate programmes and projects of development implemented  in the framework of the European cohesion policy. This implies that students should be familiar with the following issues:</p>
<p>The history of the process of European integration and the institutional arrangement of the European Union.</p>
<p>The economic and politcal "ratio" of an European level based regional policy</p>
<p>The principles, the guidelines and the financial instruments of the European cohesion policy.</p>
<p>The main instruments of monitoring and evaluation of development policies and projects. </p>

Prerequisites

<p>For a better understanding of the course students should know the main elements of political economy</p>

Course unit content

<p>The course is composed by three parts. The first part is devoted to an historical reconstruction of the European integration process, to the analysis of the main institutions of the European Union and of their competences, to the study of the circumstances in which an European cohesion policy was launched. </p>
<p>The second part deals specifically with the study of the European cohesion policy, of its principles, of its main programmes and of its financial instruments. The analysis shall focus on the institutional arrangement of the policy after the reform for the planning period 2007/2013.  </p>
<p>The third part is devoted to the analysis of various case-studies of programmes and projects of development implemented at national, regional and local level. </p>

<p>Students who attend the course can use the slides produced during the lectures and the material distributed by the teacher</p>

Teaching methods

<p>Teaching is partly classroom based and partly rested on seminars held by teams of students and prepared on the basis of material made available by the teacher. Some lectures are also held by external experts in the field.</p>
<p>The assessment is based partly on a written exam and partly on the seminars held by the students</p>
