Learning objectives

The course aims to supply the technical-administrative fundamentals for creating public works, the methods for planning and organising building sites, laws and regulations, organisation and management, materials and operating systems. The subjects will be approached with particular attention to the legislative aspects of public contracts (L.109/94), to financial and economic aspects and to the safety regulations in compliance with Italian Legislative Decree 494/96. The course will have an applicative emphasis, supplying the bases for those who intend to prepare also for roles as Director of Works, Site Director and/or Safety Coordinator in the Planning and Works Execution phases. All the units will be supplemented by practical examples and case studies.

Course unit content

The realization of public works and the reference regulations. Italian law 109/94 ¿ Responsibilities and competences in the process of carrying out the works: the Procedure Officer. Planning of public works and monitoring of investments. Figures responsible for the production process at the following stages: financing, planning, building, inspection and testing. The public works project: pre-planning document, preliminary, final and working document for authorizations, of safety coordination. Planning levels, validation and approval. UNI standards for planning. Public works execution systems. Public Works Administrator and choice of the Administrator. Procedures and operators in the execution of civil works ¿ Italian Law 1086/71. Fire prevention. Public Works contract: Italian and European regulations. The supply contract. Execution of the contract. Supervision of the works: actions and performance, administrative and accounting activity, civil and criminal liability, accident prevention. Formation and execution of the contract. The main documents in works accounting, inspection of the works, contentious procedure and settlement of disputes. Materials for civil engineering works, exterior and interior work and finishes. Quality control, building site tests. Notes on the inspection and testing of the structures. Programming of the works, building site resources, earthmovers. Planning of resources, choice of operating systems. Provisional works and types. Accident prevention and Worksite Directive. Legislative aspects: the Project Manager and the Works Manager, safety plans pursuant to Italian Law 55/90, safety and coordination plans and the maintenance file pursuant to Italian Legislative Decree D.Lgs. 494/96 and subsequent amendments and additions, the building site responsibilities of the production process operators, the building site area (site qualification and acceptance surveys, fencing, hutments, yards and storehouses, on-site plant engineering, scaffoldings, lifting equipment, provisional works, technologies and infrastructures), control bodies. Organization of the work and PERT chart: Execution simulation with linear techniques; Execution simulation with network scheduling techniques (deterministic and statistical method) through the development of the planning and programming stages. Plan implementation control. Decisions and operativeness in hypercritical areas. Optimisation of economic resources. Control of progress and costs. Compliance with time targets. The cost of the work through analysis of prices and balancing of resources. Cash-flow.
