Learning objectives

The course proposes to provide basic training in Administrative Law and social services to students who, as future operators of social services, will have daily contact with Public Administrations. The course then aims to provide students with the knowledge of the fundamental elements of the subject, so as to allow, as future social workers, to be able to relate with public bodies and individuals.
It is expected in particular that the student has acquired knowledge of the discipline of the interventions of social services within the framework of the welfare state, also in its historical evolution, and therefore, knows the normative sources on which the Italian welfare state is based, and which peculiarities are present in the social services within our legal system, in relation in particular to the articulation of local government bodies, and to their role.
The training aims therefore aim to make the student acquire the knowledge of the fundamental principles on which the social services are organized: the principle of equality, essential levels of assistance, the principle of vertical and horizontal subsidiarity, the principle of good performance, freedom of user's choice.
Notions will also be provided in relation to the social services financing system, and particular attention will be given to the third sector as a constitutive element of the social services system, with particular reference to the Third Sector Code. D.Lgs. 3.7.2017 n. 117.
The course aims to make the student acquire: the knowledge of the legislation to protect the family, and in particular the tools to support family and parental responsibility, the knowledge of social educational services for early childhood, the interventions in support of the family income, as well as students will have to demonstrate knowledge of the regulations for the protection of minors and institutions provided for this purpose, with reference to disability and the elderly.

The course aims to provide students, in addition to the basic notions of administrative law, in relation for example, to the procedure and the administrative provision and the right of access, including notions regarding the legislation on the protection of personal data, as well as providing notions concerning the relationship of public employment. In the second part of the course we will investigate various aspects related to public social services and how they are structured within our legal system, with particular reference to the protection of health, the family, minors and the disabled.

Teaching methods

The teaching will be done with the method of lectures, through distribution of educational material, including thematic essays and sentences.
There will be lessons in which the topics dealt with both in the essays and in the sentences will be explored, urging the discussion and the participation of the students.
In almost every lesson practical correlations will be carried out with the deepening of the teaching material sent.

Assessment methods and criteria

The final evaluation, with a grade in thirtieths, follows an oral exam, which involves the formulation of a minimum of three questions, with reference to the recommended texts and the indicated parts.
The final assessment aims to assess whether the student has knowledge and understanding of the institutions and has acquired interpretative competence.
The threshold of sufficiency will be reached when the Student has shown knowledge and understanding of the institutions, as well as minimum application skills in order to autonomous, critical and reasoned exposure, on subjects subject to study on the basis of the teaching material uploaded on the Elly platform.
