Learning objectives
GOALS: The Social Services Programming course introduces the knowledge of the evolutionary lines of European and Italian state Welfare. The organization of the lectures will have to be predominantly in the form of selective summarizing sheets and diagrams, in consideration of the short time available for students’ study and therefore for the didactics.

<br />CONTENTS: Conceptual and methodological requisites:1. Reform and the introduction of new management models - Guiding principles: subsidiarity and decentralisation, services to the person, economic subsidies and reintegration. The new health reform: Social and health integration. Healthcare services and social relevance. Social services and healthcare relevance. A model .2. Institutional subjects:2.1- Vertical subsidiarity: functions of the state, the Regions, the Provinces, the Municipalities and of IPAB (public welfare and charity institutions) in municipal programming.2.2- Beyond the general policy law on welfare: social programming levels.social programming levels of the Emilia-Romagna Region and of the Lombardy Region.2.3- Operating conditions for social programming: The new season of the budgets of local authorities. The forecasting and programming report: The social intervention of Municipalities.2.4- Social programming: The virtuous circle introduced by the general policy law.- The National Fund for social policies - The recent evolution of local welfare: spending of municipalities.- Intervention areas of municipalities: social programming of local authorities. Resources.2.5- Intervention for the person and for the family: the total body.3. Decisional process and programming systems.A linear paradigm: programming-organization-budgeting. Process of change.3.1-The new frontier of the reform of welfare services and development policies- The social economy. From formal programming to strategic programming- Social-managerial indicators. Area social budget and priority scales.3.2- Social planning of municipalities: the Area Social Plan. The District Area Plan. Programme agreement implementation methods and techniques.4. The base District-4.1. Strategic choices and priorities: social and health indicators.4.2. Decisional process:-definition of social priority objectives and of the intervention programmes of the integrated system;-integration of strategies, interventions, services;-integration with other policies;- social and health integration;5. Programming tools; programming procedure.5.1. The executive management plan (P.E.G.). Executive management plan logic and design criteria. Management objectives: implementation guidelines and result indicators. From programming to management of the executive plan: general operating criteria.Interrelations between programming, execution and institutional organisational model.-rules to be harmonised and services to be unified;- general policies for the allocation of resources.5.2. Area programming and public intervention strategies. 5.3. External checks and management control:- management control in Public Administration: - programme of interventions and identification of the criteria for distribution of the regional social welfare fund and of the national fund for social policies.
